Amazon Halts Auckland Data Centre Construction: PM Luxon Attends Tech Giant’s Event, but Site Remains Barren
A vast plot of land in northwest Auckland, likened to the size of a rugby field, lies nearly empty despite Amazon’s launch today of its new data centre “Region” in the city.
At an event where Prime Minister Christopher Luxon hailed the tech giant’s “$7.5 billion” investment, the site itself shows only preliminary earthworks. Nine months on, it appears abandoned. What has gone wrong?
In an interview this morning with Newstalk ZB’s Mike Hosking, Luxon said, “This is a pretty amazing story, isn’t it? Amazon is one of the world’s largest companies, with a market cap that will exceed $1 trillion, about 3.5 times the size of New Zealand’s economy. Their web services arm, AWS, handles cloud storage and data centres, and they’re investing $7.5 billion here.”
Amazon announced in 2021 a $7.5 billion investment to establish an Auckland data centre by the end of 2024, but drainage issues delayed resource consent processes. Construction has since stalled, with the site effectively idle since January. Recent photographs reveal Amazon’s Westgate-owned plot with only initial earthworks completed, now sitting in silence.
Speaking at this morning’s AWS event, Luxon emphasized that a local data centre would deliver faster cloud-based services and entertainment while addressing data sovereignty concerns for banks and government agencies. Yet West Auckland residents are left questioning “what is being built and where.”
Amazon’s 2021 announcement promised a $7.5 billion investment over a decade to cover land, construction, staffing, services, and hardware, creating 1,000 jobs. A study cited by the company projected a $10.8 billion boost to New Zealand’s GDP.
However, the site’s inactivity has sparked industry speculation that Amazon may have opted for “co-location” in existing data centres, such as those partly owned by Infratil, like CDC or DCI, instead of building its own. Co-location, where tech giants install servers in third-party facilities, can be resource-intensive and costly. Amazon declined to comment.
In early 2022, then-Prime Minister Jacinda Ardern visited Seattle to meet Microsoft and Amazon executives to discuss data centre investments. In March 2022, the Overseas Investment Office (OIO) approved Amazon’s acquisition of land in an undisclosed Auckland location for a data centre cluster.
In March 2024, RNZ reported that Westgate’s construction was delayed due to drainage issues. Though these appeared resolved, site visits in January, June, and this past weekend confirmed work remains halted. An Auckland Council spokesperson stated, “There are no regulatory barriers such as drainage issues; the reason for the construction pause must be clarified with the site owner.”
Unlike DCI, which publicly shares locations and images of its smaller Westgate and Albany data centres on its website, Amazon and Microsoft keep their data centre locations confidential. DCI plans to invest $400 million (including $68 million for land) in its Albany site to deliver over 50 megawatts of capacity.
Whether Amazon will resume construction at Westgate or rely on existing facilities to operate its Region remains uncertain. Behind Luxon’s “amazing story,” unanswered questions linger.

아마존이 오늘 오클랜드에서 새로운 데이터센터 “리전(Region)” 개소식을 열었다. 오클랜드 북서쪽에 럭비 경기장 크기로 비유될 만큼 거대한 부지가 있음에도 이 부지는 거의 텅 비어 있는 상태이다.
크리스토퍼 럭슨 총리가 참석해 기술 대기업의 “75억 달러” 투자라며 치켜세운 이 행사의 현장은 9개월이 지난 지금, 현재 초기 토공 작업만 진행된 상태로 버려진 듯 보여진다. 도대체 무슨 일이 일어난 것일까?
럭슨 총리는 오늘 아침 뉴스토크 ZB의 마이크 호스킹과의 인터뷰에서 “이건 정말 놀라운 이야기죠, 그렇지 않나요?”라며 말했다. “아마존은 세계에서 가장 큰 기업 중 하나로, 시가총액이 1조 달러를 넘을 것이며, 이는 뉴질랜드 경제 규모의 3.5배에 달합니다. 그들의 웹 서비스(AWS)는 클라우드 스토리지와 데이터센터를 담당하며, 뉴질랜드에 75억 달러를 투자하고 있습니다.”
아마존은 2021년 75억 달러를 투자해 오클랜드 데이터센터를 2024년 말까지 개소할 계획이라고 밝혔으나, 배수 문제로 인해 자원 동의 허가 절차가 지연되었다. 이로 인해 건설이 중단되었고, 지난 1월부터 현장은 사실상 방치된 상태다. 최근 촬영된 사진에 따르면, 웨스트게이트에 위치한 아마존 소유 부지는 초기 토공 작업만 이루어진 채로 조용히 멈춰 있다.

아마존은 2021년 오클랜드 데이터센터 리전 계획을 발표하며, 10년간 75억 달러를 투자해 토지, 건설, 인력, 서비스, 하드웨어 비용을 충당하고 1000개의 일자리를 창출할 것이라고 밝혔다. 또한, 이 프로젝트가 뉴질랜드 GDP에 108억 달러의 경제적 부양 효과를 가져올 것이라는 연구 결과를 발표했다.
그러나 현장의 침묵은 업계 내에서 아마존이 자체 데이터센터 건설 대신, 인프라틸이 부분 소유한 CDC나 DCI 같은 기존 데이터센터에 “공동 배치(co-location)”를 선택했다는 소문을 낳고 있다. 공동 배치는 기술 대기업이 자체 서버를 다른 업체의 시설에 설치하는 방식으로, 자원 집약적이고 비용이 많이 들 수 있다. 아마존은 이에 대해 논평을 거부했다.
2022년 초, 당시 총리였던 저신다 아던은 시애틀을 방문해 마이크로소프트와 아마존 경영진을 만나 데이터센터 투자에 대해 논의했다. 2022년 3월 해외투자청(OIO)은 아마존이 오클랜드에 데이터센터 클러스터를 설립하기 위해 비공개 위치의 토지를 취득하는 것을 승인했다.
그러나 2024년 3월, RNZ는 웨스트게이트 건설이 배수 문제로 최종 허가가 지연되었다고 보도했다. 이후 문제가 해결된 듯 보였으나, 올 1월, 6월, 그리고 최근 주말까지 현장을 방문한 결과 작업이 중단된 것으로 확인되었다. 오클랜드 시의회 대변인은 “배수 문제 등 규제적 장애는 없으며, 건설 중단 이유는 부지 소유주에게 확인해야 한다”고 밝혔다.
DCI와 달리 아마존과 마이크로소프트는 데이터센터 위치를 공개하지 않으며, DCI는 웨스트게이트와 알바니에서 운영 중인 소규모 데이터센터의 위치와 사진을 웹사이트에 공개했다. DCI는 알바니 사이트에 4억 달러(토지 비용 6800만 달러 포함)를 투자해 총 50메가와트 이상의 용량을 제공할 계획이다.
아마존이 웨스트게이트 부지에서 건설을 재개할지, 아니면 기존 시설을 활용해 데이터센터를 운영할지는 현재로선 불확실하여 럭슨 총리가 강조한 “놀라운 이야기” 뒤에는 여전히 풀리지 않은 의문이 남아 있다.
