The construction industry is holding out hope that it has reached its lowest point and can overcome weak demand and a looming labor shortage to capitalize on an eventual recovery.
According to the latest sentiment survey by construction research firm EBOSS, the proportion of firms reporting a decline in demand dropped from 55% last year to 33%, with roughly a quarter of respondents noting improved conditions. This marks nearly double the number of firms reporting progress compared to 2024.
EBOSS Managing Director Matthew Duder said, “The current environment remains challenging, with many firms feeling conditions have worsened over the past year, but there are signs of improvement.” He added, “Builders appear optimistic about the future, suggesting we may have passed or are nearing the bottom of the industry cycle.”
Duder highlighted that the primary challenges have been maintaining profit margins and securing a steady pipeline of work.
However, the Certified Builders Association, a construction industry group, noted that small and medium-sized firms, in particular, have adapted to survive. Chief Executive Malcolm Fleming explained, “As new home construction projects dried up, our members pivoted to renovations and extensions, the only segment of the market where demand has held steady.”
He added, “Firms also took on light commercial projects, school-related work, and flood and cyclone remediation efforts. These were necessity-driven choices.”
Duder cautioned that the next 12 months are likely to remain tough for many. The survey revealed that nearly half of respondents expect conditions to worsen, with forward workloads shrinking and about two-thirds struggling to fill order books.
“Rising costs, economic uncertainty, and competition for skilled labor remain top concerns for the industry,” Duder emphasized.
The survey also pointed to an impending skills shortage, indicating that the current scale of apprentice training is insufficient to replace the workforce lost during the downturn.

건설 리서치 회사 EBOSS의 최신 리서치에 따르면, 수요 감소를 보고한 기업의 비율이 지난해 55%에서 33%로 줄었으며, 약 4분의 1에 해당하는 기업들이 상황 개선을 체감했다고 답했다. 이는 2024년 대비 두 배 가까이 증가한 수치다.
EBOSS의 매튜 듀더(Matthew Duder) 대표는 “현재 환경은 여전히 도전적이며, 많은 기업이 지난해보다 상황이 악화됐다고 느끼지만, 개선 조짐이 보이고 있다”고 밝혔다. 그는 “건설업체들이 미래에 대한 낙관적인 전망을 내놓고 있다. 이제 업계 사이클의 최저점을 지나거나 그 근처에 도달했을 가능성이 있다”고 덧붙였다.

반면, 건설업 단체인 건설협회(Certified Builders Association)는 특히 중소기업들이 생존을 위해 적응해왔다고 전했다. 말콤 플레밍 협회 대표는 “신규 주택 건설 프로젝트가 줄어들자, 회원사들은 리모델링과 증축 작업으로 전환했다. 이 분야는 수요가 꾸준히 유지된 유일한 시장”이라고 설명했다.
이어 “업체들은 작은 규모의 커머셜 프로젝트, 학교 관련 사업, 홍수 및 사이클론 복구 작업 등도 수주했다. 이는 생존을 위한 필연적 선택이었다”고 덧붙였다.

그는 “비용 상승, 경제 불확실성, 숙련된 인력 확보를 위한 경쟁이 업계의 주요 우려 사항”이라고 강조했다.
또한 설문조사는 건설업계 침체로 인해 감소한 인력을 현재의 견습생 교육 규모로는 충당하지 못해 인력 부족 위기가 다가오고 있음을 시사했다.
