Government and Council unveil plans to boost residential and commercial development near CRL stations
The areas surrounding Auckland’s massive City Rail Link (CRL) infrastructure project are fast emerging as hubs of residential and commercial growth, as the government and Auckland Council set their sights on transit-oriented urban development.
In a joint announcement, central and local authorities confirmed a comprehensive strategy to stimulate growth along key sections of the CRL corridor. The plan aims to harness the improved transport connectivity offered by the CRL to encourage higher-density housing, activate commercial centres, and upgrade urban infrastructure in targeted neighbourhoods.
Key development zones include Mt Eden, Grafton, Karangahape Road, Newton, Dominion, and Eden Terrace — all areas either adjacent to or in close proximity to major CRL stations. These locations are seen as prime candidates for transformation from traditionally low-density suburbs into thriving high-density urban precincts.
Minister of Housing and Urban Development Chris Bishop described the CRL not merely as a transport project but as “a catalytic infrastructure investment with the potential to reshape Auckland’s future.” He emphasized the government’s commitment to working closely with Auckland Council to support smart, station-focused urban development.
The council plans to begin consultations and detailed planning for these areas in the second half of the year, with discussions around regulatory changes and funding support already underway to enable housing and infrastructure delivery.
“These neighbourhoods are already well-served by transport, education, and healthcare infrastructure,” a council spokesperson said, “which means they have significant development potential. In the long term, this will result in more housing supply, job creation, and sustainable urban growth.”
Set for completion in 2026, the CRL is expected to carry more than 54,000 passengers per day, dramatically improving access across Auckland’s central city. The rail link is projected to reshape how people move around the region, anchoring a future built around mass transit.
The initiative is being hailed as a leading example of central-local government collaboration to drive strategic urban growth, not only in the central city but across wider surrounding suburbs.

오클랜드 중심부를 관통하는 초대형 인프라 사업 ‘시티레일링크(City Rail Link, CRL)’를 중심으로, 주변 지역이 새로운 주거 및 상업 개발의 중심지로 떠오르고 있다.
정부와 오클랜드시는 CRL 노선을 따라 개발 가능성이 큰 주요 지역들을 대상으로 성장 촉진 전략을 본격 추진한다고 밝혔다. 이번 계획은 특히 교통 접근성이 크게 향상되는 지역을 중심으로 주거 밀도 확대, 상업 지구 활성화, 도시 기반시설 개선 등을 통해 오클랜드의 미래 성장에 대응하겠다는 취지다.
주요 개발 지역으로는 마운트이든(Mt Eden), 그래프턴(Grafton), 카랑가하페 로드(Karangahape Road), 뉴턴(Newton), 도미니온(Dominion), 그리고 이든 테라스(Eden Terrace) 등이 포함된다. 해당 지역들은 CRL의 주요 정차역과 인접해 있으며, 기존의 저밀도 구조를 벗어나 고밀도 도시로의 전환 가능성이 높은 곳으로 평가된다.
크리스 비숍(Chris Bishop) 주택·도시개발부 장관은 “CRL은 단순한 철도 프로젝트가 아니라 도시 전체의 발전을 유도할 수 있는 핵심 인프라”라며, “정부는 오클랜드시와 협력해 역세권 중심의 스마트한 도시개발을 뒷받침할 계획”이라고 밝혔다.
오클랜드시는 올해 하반기부터 관련 지역의 구체적인 개발 전략 수립 및 이해관계자 협의를 시작할 예정이며, 주택 및 인프라 개발에 필요한 규제 개선과 재정 지원 방안도 논의 중이다.
시 관계자는 “해당 지역은 이미 교통, 교육, 의료 등 기반 시설이 잘 갖춰져 있어 개발 잠재력이 매우 높다”며, “장기적으로는 보다 많은 주택 공급과 일자리 창출, 지속 가능한 도시 성장이 가능할 것”이라고 전망했다.
CRL은 2026년 완공을 목표로 하고 있으며, 하루 약 54,000명 이상의 승객이 이용할 것으로 예상된다. 이에 따라 도시 중심부의 접근성이 대폭 향상되고, 철도 중심의 생활 인프라가 오클랜드 전역으로 확대될 것으로 기대된다.
이번 전략은 오클랜드 도심뿐 아니라 인근 지역 전체의 성장동력을 확보하기 위한 정부와 지방자치단체 간 협업의 대표 사례로 평가된다.
