The New Zealand government has unveiled a new business investor visa aimed at addressing the challenges faced by baby boomers struggling to sell their small businesses. The initiative seeks to attract overseas investors to acquire existing firms, boosting the economy and creating jobs.
Announced on Wednesday, the new business investor visa replaces the existing entrepreneur visa and has been warmly received by the immigration industry. The visa offers residency within three years for investors committing a minimum of NZ$1 million, while those investing NZ$2 million or more can access a fast-tracked residency pathway within 12 months. Businesses eligible for acquisition must have been operating for at least five years, employ a minimum of five full-time staff, and meet specific financial criteria.
Immigration adviser Tobias Tohill described the changes as “a sensible decision” to address the succession needs of mature New Zealand businesses as baby boomers retire. “Many business owners, affected by Covid-19 or reaching retirement age, are looking to sell but face challenges due to a lack of capital and specialized successors,” he said. “This visa provides clear opportunities for overseas investors, improving on the shortcomings of the previous entrepreneur visa.” Rural businesses, such as medical and dental practices, farms, and industrial firms requiring specialized knowledge, are among those attracting attention as potential acquisition targets.
Tohill noted that “business owners in their 60s and 70s, who started their companies 30 to 40 years ago, want to retire without seeing their businesses collapse. These are stable operations, but finding someone with the expertise to actively manage them is difficult.”
Clearer Rules and Expected Benefits
Immigration Minister Erica Stanford said the new visa offers clearer guidelines than the entrepreneur visa it replaces, which suffered from low application rates and high rejection rates. Investors must meet English language proficiency and business experience requirements. “This visa will attract overseas investment to sustain and create jobs, increase incomes, and breathe new life into existing businesses nationwide,” Stanford emphasized.
Simon Laurent, chairperson of the Association for Migration and Investment, said the visa addresses a long-standing demand for business sales driven by baby boomer retirements. “Over the past decade, there’s been significant concern about businesses folding due to a lack of buyers,” he said. “This visa bridges that gap between supply and demand.” On the minimum investment threshold of NZ$1 million, Laurent remarked that it strikes a balance, noting, “It’s not just about buying residency. Investors must actively run the business successfully and maintain staffing levels, which is a challenge in itself.”
The previous entrepreneur visa, with a minimum investment of NZ$100,000, led to issues with low-value businesses like small retail shops exploiting the system. Laurent said, “The new visa relaxes criteria while ensuring meaningful economic contributions.”
The government is also developing a separate visa pathway for startup entrepreneurs with innovative, scalable business ideas.
