Students at the University of Otago report facing severe challenges in Dunedin due to a lack of jobs, skyrocketing rent prices, and rising electricity costs, making it increasingly difficult to make ends meet.
As conditions worsen, some students are resorting to extreme measures, abandoning their apartments to sleep in vans or cars. According to the Otago University Students’ Association (OUSA), a recent survey revealed that some students have resorted to sleeping rough.
Milly Holmes and Scarlett Treadwell share a flat named “Fridgette” with seven other female students, paying $220 per person per week in rent. Relying on a maximum weekly student loan living allowance of just over $320, they are left with only $100 for the week after paying rent.
Holmes, who has been searching for part-time work to ease her financial burden, said finding a job in Dunedin is a daunting task. “I’ve applied to countless positions, but I’ve had no luck. Some job postings show 3,000 applicants for a single role,” she said.
Despite its chilly conditions—where breath is visible indoors—the “Fridgette” flat is considered one of the better options in the student quarter, according to Holmes. “If you want to live near the university, you have to accept older, rundown accommodations,” she said, referring to areas like Castle Street or Leith Street. “Next year, we’ll pay the same or less for a much nicer place, just a bit farther from campus,” she added.
Second-year students Ethan Reudland and Edward Lawrance pay $250 per week for their four-person flat on Forth Street. Reudland described the struggle to secure a flat last year, saying, “We applied for 25 to 30 flats and kept getting rejected. We took what we could get, despite the high cost.”
Their flat, characterized by high ceilings and dampness, leads to hefty power bills. “We’re paying about $450 a month, including Wi-Fi,” Reudland noted.
OUSA President Liam White highlighted the cost-of-living crisis as one of the most pressing issues for students. “Students rely on a fixed income of $330 per week, with rent consuming two-thirds of that. The remaining $100 barely covers groceries,” he said, calling the situation “shocking” and the expectations placed on students “unreasonable.”
White criticized the poor quality of flats relative to their cost. “When I started flatting in 2022, an average flat cost $150 to $180 per week. Now, it’s $180 to $250, despite no improvements to the aging housing stock,” he said.
Some students have resorted to sleeping in cars or purchasing vans to cut costs. A survey conducted by the University of Otago and OUSA, involving 6,500 students, found that 200 had experienced homelessness for a week or longer.
“Some of my friends have left their flats to live in vans. Dunedin is cold—this is not an acceptable way to live,” White said. “Unless they’re on a road trip, students studying in a fixed location shouldn’t be forced into this due to unaffordable rent. It’s completely unacceptable.”
White noted that while the university offers short-term emergency housing for a few weeks, long-term solutions for students remain limited.

밀리 홈즈(Milly Holmes)와 스칼렛 트레드웰(Scarlett Treadwell)은 ‘프리짓’(‘Fridgette’)이라는 이름의 아파트에서 7명의 여학생과 함께 거주 중이다. 이들은 매주 1인당 220달러의 임대료를 지불한다. 학생들은 주당 최대 320달러가 조금 넘는 학생수당을 받아 이를 임대료로 지불한 뒤, 남은 100달러로 일주일 생활을 꾸려가고 있다.

홈즈에 따르면 ‘프리짓’(‘Fridgette’) 아파트는 이름처럼 추운 아파트라며, 숨을 쉴 때 입김이 보일 정도지만, 이곳이 학생 거주 구역에서 비교적 나은 아파트 중 하나라고 설명했다. 그녀는 “대학 근처에 살고 싶다면 낡고 열악한 주거 환경을 감수해야 한다”며, “캐슬 스트리트(Castle Street)나 리스 스트리트(Leith Street)에 살려면 이런 대가를 치러야 한다”고 덧붙였다. 이어 “내년에는 같은 가격, 혹은 더 저렴한 비용으로 훨씬 나은 집에서 살 예정이다. 단지 대학에서 조금 더 멀리 떨어져 있을 뿐”이라고 말했다.
2학년 학생인 에단 루들랜드(Ethan Reudland)와 에드워드 로런스(Edward Lawrance)는 포스 스트리트(Forth Street)에 있는 4인용 아파트에서 주당 250달러를 지불하며 생활하고 있다. 루들랜드는 작년에 아파트를 구하는 과정이 매우 힘들었다고 전했다. 그는 “25~30개의 아파트에 지원했지만 계속 거절당했다. 결국 얻을 수 있는 곳을 선택했지만 가격이 비쌌다”고 밝혔다.
그가 사는 아파트는 천장이 높고 습기가 많아 전기 요금이 많이 든다. 루들랜드는 “한 달에 450달러 정도 나오는데, 여기에는 와이파이 비용도 포함된다”고 설명했다.
OUSA 회장 리암 화이트는 학생들이 직면한 가장 큰 문제 중 하나로 높은 생활비를 꼽았다. 그는 “학생들은 주당 330달러라는 고정 수입에 의존하는데, 임대료가 수입의 3분의 2를 차지한다. 남은 100달러로는 식료품을 사기에도 빠듯하다”며, “이런 상황은 충격적이며, 학생들에게 기대되는 생활 수준이 터무니없다”고 비판했다.
화이트는 학생들이 지불하는 임대료에 비해 아파트의 질이 터무니없이 낮다고 지적했다. 그는 “2022년에 내가 처음 아파트를 구했을 때, 평균적인 아파트는 주당 150~180달러였다. 하지만 지금은 180~250달러로 치솟았다”며, “주거 환경은 전혀 개선되지 않은 채 낡은 집들만 남아 있는데, 비용은 터무니없이 비싸다”고 말했다.
심지어 일부 학생들은 비용 절감을 위해 차 안에서 잠을 자거나 밴을 구매해 생활하고 있다. 오타고 대학교와 OUSA가 6500명의 학생을 대상으로 실시한 설문조사에 따르면, 200명이 일주일 이상 노숙을 경험한 것으로 나타났다.
화이트는 “친구들 중 일부가 아파트를 떠나 밴에서 생활하고 있다. 더니든은 춥다. 이런 방식으로 생활하는 것은 받아들일 수 없다”며, “전국을 여행하는 로드트립이 아니라, 고정된 장소에서 공부하는 학생들이 감당할 수 없는 임대료 때문에 이런 선택을 해야 한다는 것은 터무니없다”고 비판했다.
그는 대학이 단기 긴급 주거를 몇 주간 제공하지만, 장기적인 해결책은 부족하다고 지적했다.
