‘Auckland Council considers retaining 9-hole course amid ongoing community consultation’
Auckland Council has confirmed plans to convert Takapuna Golf Course — also known as A.F. Thomas Park — into a flood detention basin beginning in 2027, as part of efforts to address severe flooding in the North Shore’s Wairau Creek catchment area.
The council says the transformation is a key measure to protect low-lying residential and public infrastructure areas from recurring flood damage. It is expected to reduce flood risks for approximately 250 homes and three aged-care facilities in the Milford area, while also safeguarding access to critical sites including North Shore Hospital, Westlake Boys’ and Girls’ High Schools, and Eventfinda Stadium.
Craig Mcilroy, General Manager of Healthy Waters at Auckland Council, said the move responds to calls for more decisive action following the devastating floods of 2023. “The community has demanded meaningful solutions, and a green infrastructure approach using natural landforms provides a sustainable and effective response,” he said.
However, the plan does not call for the complete removal of the golf course. The council is leaving the door open for a reconfigured 9-hole course and driving range to coexist with the flood infrastructure. Final decisions will be made through consultation with local community stakeholders, mana whenua, and the Kaipātiki Local Board.
The site is also being considered for continued recreational and sports use in the long term. However, funding for any new amenities has not yet been secured and will be addressed in future Long-Term Plan (LTP) budget discussions.
The initiative forms part of the wider NZ$760 million “Making Space for Water” programme, a city-wide infrastructure resilience strategy aimed at addressing extreme weather events. Approximately 62 percent of the total cost will be covered by central government.
The council reviewed over 100 flood mitigation options before selecting an integrated design that combines water retention with recreational use. An alternative plan submitted by the golf course operators — involving the creation of multiple small ponds — was ultimately deemed unviable due to cost and maintenance concerns.
Following technical evaluations, the council incorporated elements of the revised golf course proposal into a unified design. A community advisory group has also been established to ensure that local voices are included throughout the design and implementation stages.
While some in the insurance sector and local residents have expressed support for the project as a necessary step for public safety, others — particularly within the golfing community — remain concerned about the potential loss of the existing facility. Continued engagement with all stakeholders is expected to be crucial as the project moves forward.

오클랜드 카운슬이 노스쇼어 지역의 대표적인 레저 공간인 타카푸나 골프장(A.F. Thomas Park)을 2027년부터 본격적인 홍수 저류지로 전환하는 계획을 확정했다. 이 지역은 와이라우 크리크(Wairau Creek) 하류 유역 내 상습 침수지역으로, 카운슬은 해당 조치가 주택가와 공공시설을 포함한 저지대의 홍수 피해를 줄이기 위한 핵심 대응책이라고 밝혔다.
카운슬은 이번 사업을 통해 밀포드 일대 주택 250채와 요양시설 3곳의 침수 위험을 완화하고, 노스쇼어 병원과 웨스트레이크 고등학교, Eventfinda 스타디움 등 주요 시설 접근성을 보호할 수 있을 것으로 기대하고 있다.
크레이그 맥일로이 오클랜드 카운슬 홍수 회복력 담당 매니저는 “2023년 대홍수 이후 지역사회는 보다 근본적인 대응을 요구해왔다”며 “자연지형을 활용한 녹지 저류지가 실질적인 해결책이 될 수 있다”고 말했다.
다만 골프장 전체를 없애는 방안은 아니다. 카운슬은 9홀 규모의 골프장과 드라이빙 레인지 일부를 유지하는 방안을 열어두고 있으며, 최종 결정은 지역 커뮤니티, 마오리 대표단(마나 훼누아), 카이파티키 지역 위원회 등과의 협의를 통해 이루어질 예정이다.
해당 부지는 장기적으로도 시민 여가와 체육시설 기능을 일부 유지할 수 있도록 설계될 계획이다. 다만 관련 예산은 아직 확보되지 않은 상태로, 향후 장기 예산계획(LTP)을 통해 논의된다.
한편 이번 사업은 오클랜드 전역을 대상으로 하는 7억 6천만 뉴질랜드달러 규모의 ‘Making Space for Water’ 프로그램의 일환으로, 그 중 약 62%의 비용은 중앙정부에서 부담할 예정이다.
카운슬은 100개 이상의 홍수 대응 시나리오를 검토한 끝에 저류지와 레크리에이션 공간의 병행 설계안을 최종 채택했으며, 기존 골프장 측이 제출한 대안안도 평가에 포함됐다. 하지만 다수의 소형 연못을 조성하는 기존 안은 비용과 유지 측면에서 실현 가능성이 낮다는 평가를 받았다.
이에 따라 카운슬은 골프장 측의 수정안을 반영하되, 기술적 검토를 거쳐 통합된 설계안을 채택했다. 지역 자문단도 현재 구성 중이며, 향후 설계 세부안 및 운영 방안에 지역사회 의견을 적극 반영할 예정이다.
한편 보험업계 및 일부 지역 주민들은 “지역 안전을 위한 불가피한 결정”이라며 골프장 축소에 대한 이해를 표하고 있으나, 일부 골프 애호가들은 기존 시설 축소에 대해 우려를 표하고 있다. 갈등 해소를 위한 지속적인 소통이 향후 사업 추진의 중요한 변수로 작용할 전망이다.
