Proposed Waipiro Bay Marina Plan Unveiled for Bay of Islands
The first images of a proposed marina project at Waipiro Bay in the Bay of Islands have been revealed.
Layout plans for the structure, submitted through fast-track consent applications by companies owned by millionaire businessmen Craig Heatley and Leigh Hopper, were made public. Heatley’s Azuma Property and Hopper’s Hopper Developments aim to construct a marina with 200 to 250 berths. However, the proposal has met opposition from Ngāti Kuta, Te Patu Keha hapū, and Far North Mayor Moko Tepania.
The applicant companies have requested fast-track processing from the Ministry for the Environment, but no decision has been finalized. Kallam Brown, a director and shareholder of Azuma, told the Herald this week that fast-tracking could streamline years of procedural delays. The disclosed marina plan graphics, produced by Shorewise Engineering Consultants, depict a marina carpark, boat ramp carpark, public boat ramp, marina retail facilities, and berths ranging from 15m to 18m, 20m, 22m, and 35m, positioned closest to the shore.
Ngāti Kuta and Te Patu Keha hapū have launched a campaign to block the 250-berth marina plan at Waipiro Bay from proceeding through the government’s fast-track consent process. The largest proposed berth, measuring 50m, is located furthest from the shore and marked in bold red on the plan. The fast-track application documents, dated March 19, were disclosed to the Herald by project opponents. Both Brown and the Ministry for the Environment declined to provide the documents to the Herald.
The project is primarily situated within the coastal marine area and is accessed via a site at 285 Manawaora Rd, managed by an entity linked to the applicants. This is part of Heatley’s Omarino luxury coastal housing estate. The application claims the proposed marina and boat ramp will support local small-scale fishing and customary fishing rights while addressing rural poverty in the eastern Bay of Islands.
Yet, local residents and hapū oppose the fast-track process, demanding that community voices be heard through Resource Management Act procedures. On May 8, Mike Dinsdale reported in the Northern Advocate that Ngāti Kuta and Te Patu Keha criticized the fast-track process for allowing only a 20-day submission period. Hapū and residents urged the Far North District Council to submit a rejection at a full council meeting, but Mayor Tepania noted there was insufficient time to secure formal support before the deadline.
The controversy surrounding the Waipiro Bay marina plan highlights tensions between community cultural and environmental values and development ambitions. Locals and hapū express concerns over the project’s potential impact on the ecosystem and traditional food resources, calling for a more transparent and inclusive decision-making process.
