North Island Stumbles, South Island Surges: New Home Building Permits Show Divergent Trends
New Zealand’s new home building permits for the year ending March totaled 34,062, a 3.3% decline compared to the previous year, with stark regional differences emerging. While the North Island saw a downturn, the South Island recorded a notable upswing, highlighting contrasting trends across the country.
According to Statistics New Zealand, the North Island issued 23,570 permits during the period, down 7.1% from the prior year. In contrast, the South Island saw 10,491 permits, reflecting a 6.4% increase.
The South Island’s growth was driven by robust permit activity in Otago, Tasman, and Canterbury regions. Otago, in particular, set a regional record with 2,556 permits, the highest on record for the area.
Nationwide, the first quarter of 2025 (January–March) saw 8,179 new home permits, a 6.0% rise from the same period last year. Single-family homes accounted for 3,642 permits, up 5.7%, while multi-unit housing, including townhouses, units, and apartments, reached 4,537 permits, a 6.3% increase.
Within multi-unit housing, townhouses, units, and flats rose 7.2% to 3,597 permits, and apartments surged 23% to 673 permits. However, retirement village permits plummeted 28% to 267.
On a seasonally adjusted basis, first-quarter permits grew 3.3% from the previous quarter, reversing a 3.3% decline in the final quarter of 2024. Single-family homes showed a modest 1.5% increase, recovering from a 9.7% drop in the prior quarter.
Government officials noted the regional disparities and shifting demand across housing types, signaling plans to incorporate these trends into future policy decisions.

올해 3월까지 집계된 뉴질랜드 전국 신규 주택 건축허가 건수가 총 3만 4,062건으로 나타나 전년 동기 대비 3.3% 감소한 것으로 나타났다. 지역별로는 북섬의 허가 건수가 줄어든 반면, 남섬은 오히려 증가세를 보이면서 대조적인 양상을 보였다.
통계청에 따르면 해당 기간 동안 북섬의 주택 건축허가는 총 2만 3,570건으로, 지난해 같은 시기에 비해 7.1% 줄어든 수치를 기록했다. 반면 남섬에서는 총 1만 491건의 허가가 이뤄져 6.4%의 증가세를 보였다.
남섬의 건축허가 증가세는 오타고(Otago), 태즈먼(Tasman), 캔터베리(Canterbury) 지역의 활발한 허가 추세에 기인한 것으로 분석된다. 특히 오타고 지역은 총 2,556건의 허가가 이뤄지며 해당 지역 사상 최대치를 경신했다.
한편 올해 1분기(1~3월) 동안 전국 신규 주택 건축허가는 총 8,179건으로 전년 동기 대비 6.0% 증가했다. 이 중 단독주택은 3,642건으로 5.7% 증가했으며, 공동주택은 4,537건으로 6.3% 늘었다.
공동주택 중 타운하우스, 유닛, 플랫 유형은 3,597건으로 전년 대비 7.2% 증가한 반면, 은퇴촌(Retirement village)은 267건으로 28% 감소했다. 아파트는 673건이 허가돼 23% 증가한 것으로 나타났다.
계절조정 기준으로도 올해 1분기 건축허가는 전 분기 대비 3.3% 증가해, 지난해 4분기에 기록한 3.3% 감소세에서 반등한 모습을 보였다. 단독주택만 놓고 보면 계절조정 수치는 1.5% 증가해, 작년 4분기의 9.7% 급감에서 점진적인 회복세를 보이는 것으로 풀이된다.
정부는 이러한 지역별 격차와 주택 유형별 수요 변화에 주목하며 향후 정책 수립에 반영하겠다는 입장을 내비쳤다.
